Good question to throw out there! The City of Adair Village (population about 1200 and growing rapidly) recently switched from Quickbooks to Caselle. I think the transition was pretty easy. Utility Billing is a good, solid module. They do not use payroll, but General Ledger and Accounts Payable are going well. I like the process for bank reconciliation, especially as it relates to credit card payments accepted in the Utility Billing (Caselle calls it "Utility Management") process. Bigger, more complex cities would not find it robust enough, but for small cities I can recommend it.
